Appel à contributions : colloque annuel de la SFDI 2010 (février 2010)

La Société française pour le droit international organise son prochain colloque à l’Université d’Orléans les 3, 4 et 5 juin 2010 sur le thème de « L’eau en droit international ». Il s’agira d’appréhender l’eau en tant que ressource, alors que les risques de pénurie à plus ou moins court terme se confirment. Le colloque permettra d’établir comment, partis d’un droit international de l’eau, les Etats sont aujourd’hui confrontés à l’émergence encore approximative d’un droit international à l’eau. Dans la perspective du droit international de l’eau (qui a l’eau pour objet), les interventions permettront d’approfondir les diverses utilisations de l’eau à des fins autres que la navigation et les principes qui les régissent. Dans la perspective du droit à l’eau (qui a l’eau comme finalité), nous nous interrogerons sur la consécration internationale d’un nouveau droit humain, alors que la denrée la plus vitale sur notre planète se raréfie de jour en jour.

Quatre ateliers thématiques seront organisés :
- 1er atelier : Les coopérations régionales liées à l’eau
- 2ème atelier : Monopoles et corruption dans les services de l’eau
- 3ème atelier : Les conflits liés à l’eau et les perspectives de développement
- 4ème atelier : Ressources en eau et protection internationale de l’environnement

Les personnes intéressées sont invitées à rédiger un bref projet d'intervention (5 pages maximum), accompagné d'un curriculum vitae. Ceux-ci doivent être adressés par courriel à frederique.coulee@gmail.com (ateliers 1, 3 et 4) et sofilemaire@wanadoo.fr (atelier 2).

La date limite de dépôt des candidatures est fixée au 15 mars 2010. Les projets seront examinés par un comité scientifique ; chaque candidat sera informé de la suite donnée à sa candidature vers la mi-avril 2010.


Programme 2010 du Centre de recherches de l'Académie de droit international de La Haye (janvier 2010)

Le Centre est ouvert à des juristes de haut niveau âgés de moins de 40 ans à la date d'ouverture du Centre. Toute candidature est subordonnée à la possession de diplômes universitaires élevés (un doctorat ou le diplôme de l'Académie) ou à la justification d'une pratique effective d'au moins trois ans dans les affaires juridiques internationales. Les candidats doivent avoir une pratique effective et une aptitude à la recherche.

Chaque participant doit rédiger un rapport sur un sujet relevant du thème général de l'année, désigné par le directeur d'études. Ce rapport doit être adressé par courrier postal, accompagné d'une version électronique, au plus tard le 15 novembre, au directeur d'études. Les meilleurs rapports seront publiés dans un ouvrage collectif dirigé par les directeurs du Centre dans la série des travaux du Centre de recherches de l'Académie. Chaque participant reçoit une allocation journalière de 35 euros en accord avec la durée du séjour et le remboursement de la moitié des frais de voyage, à concurrence de 910 euros. Il n'y a pas de frais d'inscription.

Sortie du pemier long métrage documentaire sur le TPIR (décembre 2009)

D’ARUSHA A ARUSHA, premier long métrage documentaire de Christophe Gargot, sur le Tribunal Pénal International pour le Rwanda (TPIR), est sorti en salle le mercredi 16 décembre 2009 à Paris. Il fera l’objet d’une reprise en région dés le 06 janvier 2010.

En s’appuyant sur le tribunal chargé de juger les responsables du drame rwandais qui a causé la mort de 800.000 personnes et provoqué le génocide des Tutsis, ce film traite d'histoire et constitue un travail de mémoire exclusif pour interroger le rôle et les limites de la justice pénale internationale. Cette dernière est un des avènements majeurs de la politique contemporaine de cette fin de siècle. Quelle soit une avancée personne n'en doute, mais parvient-elle à accomplir sa tâche en toute indépendance, rigoureusement, équitablement ? Fait-elle au final œuvre de justice ? S'émancipe-t-elle du politique qui l'a institué ? Le peut-elle ?

Call for papers: two day international Conference on India-United States nuclear cooperation agreement (23-24 March 2010) (novembre 2009)

The 123 Agreement was signed by the United States and India in 2007 to operationalise the Joint Statement by United States President George W. Bush and Indian Prime Minister Manmohan Singh in 2005 whereby India agreed to separate its civilian and military nuclear facilities and place the former under International Atomic Energy Agency (IAEA) safeguards. The purpose of the 123 Agreement is to facilitate the exchange of civil nuclear technology between India and the United States. The Agreement is exceptional in that it goes against the grain of several decades of United States non-proliferation practice and implicitly recognises India’s status as a nuclear weapons state. Despite claims that the Agreement benefits India by ending its nuclear isolation and contributing to its burgeoning energy needs, there has been stinted opposition to the Agreement; the Singh government narrowly survived a no-confidence motion brought by opposition parties in 2008 over the issue.

The University of Reading, UK, and the Tamil Nadu Dr. Ambedkar Law University, Chennai, have undertaken a collaborative research project to examine various issues arising from the 123 Agreement. The first of the project’s three workshops was held in Reading on 14 September 2009 and was an overview workshop. The Tamil Nadu Dr. Ambedkar Law University will be hosting the second workshop on 23 and 24 March 2010 in Chennai.

An abstract (max. 1,000 words) of papers for the Chennai workshop that touch upon the 123 Agreement can be submited, together with a cv, to the project coordinators, Dr. Robert P. Barnidge, Jr. (r.barnidge@reading.ac.uk) and Prof. N. Manohar (profmanohar@yahoo.com), by 4 December 2009. Applicants will be informed by mid-December, and successful applicants will have their accommodation, food, and transportation expenses covered by the project. A first draft of the final papers will be required by 8 March.

La réponse à cette question revêt-elle une importance pratique ?

Un(e) consultant(e) pour l’évaluation du projet de Prévention de la torture dans les Grands Lacs (novembre 2009)

Le projet a pour but de prévenir la pratique de la torture et des autres peines ou traitements cruels, inhumains ou dégradants dans la région des Grands Lacs africains (RDC, Burundi, Rwanda, Ouganda) en assurant un meilleur accès à la justice et une meilleure défense des droits des victimes de la torture et des personnes en détention préventive. A cette fin, Avocats sans frontières a prévu la réalisation d’actions concrètes d’aide juridique et d’assistance judiciaire aux personnes les plus directement touchées, de sensibilisation et d’information de la population, mais aussi le renforcement des capacités des acteurs clés par l’organisation de séminaires de formation et de réflexion qui aboutiront à formuler des propositions régionales qui iront dans le sens d’une meilleure prévention de la torture et d’un plus grand accès à la justice des victimes.

Lauterpacht Centre Brandon Research Fellowship (octobre 2009)

The Lauterpacht Centre for International Law has announced the establishment of the Brandon Research Fellowship, funded by the generous gift of Mr Michael Brandon MA, LLB, LLM (Cantab.), MA (Yale), Member of the English Bar (1952) and a Fellow of the Chartered Institute of Arbitrators (1992).

The Brandon Research Fellowship will be awarded on an annual basis and is intended to cover a stay of at least 8 weeks at the Lauterpacht Centre for International Law. The first Fellowship, for 2010, will be worth £3000; any additional travel or other expenses will be the responsibility of the Fellow. Two awards may be made if the strength of the field warrants it.

The Brandon Research Fellow will undertake a project on some aspect of public or private international law or international arbitration while based at the Lauterpacht Centre. Candidates must specify a project in their application. Fellows must produce a report of their work in English at the end of their Fellowship and deposit with the Lauterpacht Centre any publication resulting from the work undertaken during the Fellowship.

Candidates must be fluent in English and at least one of French, German or Spanish.

Call for Papers: War and Self-Defence (octobre 2009)

Recent years have seen a rapid growth of interest in just war theory. The current political climate has confronted us with important and difficult questions about, amongst other things, the moral status of combatants, the moral status of non-combatants, the possibility of wars waged by non-state actors, and the conditions under which one can be said to have a just cause for war. Many writers take the answers to these questions to be based, at least in part, on considerations about what individuals may do in self-defence, or other-defence. Others have denied the existence of any substantive relationship between the ethics of self-defence and the ethics of national-defence. This conference, hosted by the Sheffield Philosophy department, will bring together leading researchers in the field, and offer an opportunity for scholars to present recent research in this area. Submissions from those working in related fields, such as Law, Politics and International Relations, are also welcome.

There will be a number of parallel sessions held during the conference. Those wishing to present should submit a paper of no more than 3000 words, suitable for a 30 minute presentation, along with an abstract of 150 words, to H.Frowe@sheffield.ac.uk by the 1st of December 2009. Please note that papers should be prepared for blind review and that only electronic submissions will be accepted.
